The flood happened because of the bad drainage in the city and because the reservoir were not ready to handle the amount of rain seen in 2006. The flood happened at the end of July and the beginning of August which are the wettest months in El Paso weather.
The average high temperatures in El Paso weather even when you factor in the possibility of cold winters is still higher than most. The temperatures as you may imagine in desert weather can be much higher than that with the record high for the city being 114 F. Those temperatures are not common in cities as high as El Paso, but they do happen here. The hottest month is June which has an average high of 96.2, followed closely by July and August. The average low for June is 67.4 F. The coldest month is December which has an average high of 57.7 F, but a record low belongs to January with -8 F.
Best Time To Visit
If you are heading to El Paso and want the best El Paso weather, then you should visit during March and April. Although the night temperatures can get a bit chilly, the day time temperatures are not bad at all. You will get plenty of sunshine and less chances of rain. Make sure that you bring a jacket for the night time as the average lows during march reach only 42.4 F, while in April they go up to 50.1 F. The temperatures in May jump close to ten degrees during the day and at night so the day time can get a bit too hot for some people.
